Preamble
The strategic plan aims to emphasize measures for a better balance between education, research, and community services. The university focuses on increasing the professional value of its graduates, improving study programs, promoting scientific research, and last but not least, asserting its specific identity by maximizing its human, spiritual, and material heritage. The university's managerial strategy pursues the continuous increase of the quality of the teaching process and scientific research, the dynamic development of collaborative relations with prestigious educational and research institutions, and ultimately with the private economic environment, which has led to the recognition of the university both nationally and internationally as a performance-oriented institution.
Department-Specific Strategic Research Objectives
The Department of Legal and Administrative Sciences proposes the following strategic objectives in the field of research, in relation to the University's Research Strategy:
- Integrating bachelor's and master's degree students and doctoral candidates into research teams;
- Developing doctoral programs;
- Reorganizing student scientific circles and recognizing students' contributions to team-based research and the publication of research results;
- Increasing the role of peer-review activities for research projects and results at the internal level and through national and international collaboration;
- Organizing research seminars to support the scientific community in overcoming the multiple difficulties encountered by students and master's students, ranging from documentation to the clarification of methods, concepts, and research questions.
Development of Research Infrastructure
- Efficient use of the existing research infrastructure within the university;
- Stimulating the creation of high-performance research laboratories with a view to accreditation by authorized bodies, aiming at the recognition and capitalization of research results in the socio-economic environment;
- Broadening access to research infrastructures in the country and abroad through partnerships with economic operators and educational and research institutions;
- Acquisition of research equipment and materials;
- Supporting the modernization of the research material base;
- Access to knowledge and scientific literature by ensuring as vast a documentation base as possible.
Specifically, the following objectives are targeted:
- Ensuring an increased contribution to scientific knowledge within the fields of competence of the teaching staff;
- Forming a center of excellence for the field of civil law;
- Ensuring permanent and beneficial cooperation for students to facilitate knowledge transfer between theorists and practitioners in the field of public administration;
- Ensuring knowledge of judicial practice in civil, internal criminal, international criminal law, and administrative law for the formulation of theoretical rationales;
- Balancing the ratio between legal theory and practice applied in the educational process;
- Ensuring the efficiency of the self-evaluation method in the implementation system of individual and team research projects;
- Promoting knowledge results within the national and international scientific community.
Development Directions
- Specialization of assistant professors and lecturers in specific research fields;
- Ensuring internal and international connections;
- Obtaining research contracts;
- Continuing the organization of internal and international scientific events with increased pragmatism;
- Implementing a comprehensive collaboration program with other university centers in the country and abroad.
Short-Term Priority Projects and Actions
Regarding the implementation of the strategy, we mention:
- Training and Engagement:
- Doctoral candidates will prepare to finalize their topics in order to obtain their academic titles;
- Students and master's students will be attracted to research activities;
- Activation of student scientific circles.
- Mobilities: Encouraged and developed to streamline contact with university centers in the country and abroad. Results will be capitalized upon in nationally and internationally recognized specialty journals.
- Organization of Scientific Events: All teaching staff registered with the Department of Legal and Administrative Sciences will be required to participate in a minimum of 5 high-standard scientific sessions.

Publications
The Department of Legal and Administrative Sciences annually publishes the journal Annales Universitatis Apulensis, series Jurisprudentia, a journal indexed in international databases with an uninterrupted history of over 25 years.
This journal is accompanied by the annual student and master's student journal, Pro Jure, published in digital format.
In 2025, the teaching staff of the department published a total of 6 books and 35 ISI and BDI articles, according to the 2025 Scientific Research Report.
In 2026, an increase in the number of published books and articles is anticipated, in accordance with the research axes established at the department level by each teaching staff member.

Regarding specific activities projected to be carried out, the Department of Legal and Administrative Sciences will organize the following conferences and scientific events:

Projected Budget for Research Activity
The budget required to conduct the conferences and scientific events projected for 2026 is 292,000 lei, to which is added the budget related to the publication of ISI and BDI scientific articles, allocated based on the request of each teaching staff member. The funding sources are external regarding conferences and scientific events, and internal, at the university level, regarding the publication of scientific articles.

I.PREAMBUL
Integration into the strategic plan of the "1 DECEMBRIE 1918" UNIVERSITY OF ALBA IULIA for the period 2020 - 2024 and of the Faculty of Law and Social Sciences
The objectives of the research operational plan of the Department of Legal and Administrative Sciences within the Faculty of Law and Social Sciences were outlined based on the Strategic Plan of the "1 DECEMBRIE 1918" UNIVERSITY OF ALBA IULIA for the period 2020 - 2024 and the Operational Plan of the University and of the Faculty of Law and Social Sciences for 2021, but represent, At the same time, an update of the research strategy and operational plan for 2020. The benchmarks of this update were established based on the analyses carried out on the current context in which universities operate, taking into account, in particular, the consequences on institutional development of the new legal provisions regarding the classification of universities and the hierarchy of study programs.
The major option of the strategy consists in the quantitative expansion and qualitative development of research, by involving each teacher to a sustained and team effort, in order to better position the University, the Faculty of Law and Social Sciences and the study programs supported by the Department of Legal and Administrative Sciences.
In this respect, the following STRATEGIC OBJECTIVES and DIRECTIONS OF ACTION related to the scientific research activity are considered:
- INTERNATIONALIZATION AND ADAPTATION TO THE LABOR MARKET
Directions of action:
- identifying and attracting new sources of funding for research activity,
- extending research themes and projects financed through grants and research contracts and by accessing European funds for funding scientific research;
- promoting and developing cooperation and partnerships in the field of scientific research at national and international level;
- extending forms of scientific cooperation by organizing/participating in international conferences and exchanges of publications.
- QUALITY AND PERFORMANCE
Direction of action:
- increasing the importance and role of research in long-term institutional development;
- increasing the quality and number of publications produced by teachers and the share of internationally indexed works;
- increasing the degree of involvement of students, master and doctoral students in scientific research activity;
- developing scientific documentation possibilities through permanent acquisitions of specialized books, subscriptions to domestic and international publications, as well as expanding access to specialized databases and virtual libraries;
- supporting the development of the department's journal, maintaining it in international databases and expanding this listing.

3. EFFECTIVE INTEGRATION OF THE FACULTY INTO THE COMMUNITY
Direction of action:
- expanding the collaboration with JUS Alba Association;
- development of facilities for electronic promotion of study programs, scientific research and internal communication;
- developing constructive partnerships with local and regional authorities, as well as with various institutions, organizations and agencies, in order to carry out joint projects leading to the development of the university as well as of the local and regional community.
